Many of the government agendas for transformation and efficiency including Varney and Hampton need data sharing and business identity management but have not prescribed how to achieve it.
In the Business Matters project a successful solution of uniquely identifying businesses regardless of their size or location was found. The project managed this by creating an XML schema for uniquely identifying businesses and standardising data exchange, using 6 core criteria such as address and unique property reference number.
Now as the project moves into its extended phase it has broadened its scope and looks towards sharing information across Local Authorities, Business Link West Midlands and the Association of Greater Manchester Authorities (AGMA).

After a successful implementation of the core system and configuration of the Intelligent scripting and electronic documents for their needs the next step was to complete the integration with Comino EDM. They are now able to upload completed electronic documents and evidence in real time from a claimant's home. In addition they can browse the Comino EDM for documents and bring down immediately any historical document for a claim.

Swansea publish results of their Intelligent Mobile implementation in Computer weekly. A spokesman for Swansea City Council said, "There was strong evidence from other local authorities showing that 20% of officers' time was spent preparing for visits and entering the details at the office on their return.
"There was a large volume of paper being printed for the officers to take to clients' homes to verify their claims, and if there were any debates on the information, no real-time information could be used to settle them quickly."
By giving its benefits inspectors access to centrally held information on their tablet PCs, Swansea City Council removed the need for staff to return to the office for data entry.
"Following the deployment, the average number of claimants visited by each officer rose to 7,783, comfortably exceeding the target set by the Department for Work and Pensions."
